2027 car tax exemption would help lower-income families, budget office says
Italy plans to waive the car ownership tax in 2027 for one vehicle per eligible household.
The exemption would cover one car with engine power no higher than 80 kW, or a motorcycle or moped if the household has no car.
The parliamentary budget office estimates it would reach 73% of families with a vehicle, although it would cover 45% of vehicles.
Because the tax takes a larger share of poorer families’ budgets, lower-income households would gain more in proportion to their spending.
Combined with fuel tax cuts introduced in 2026, the exemption could offset about half the increase in family fuel costs estimated for that year, though the two measures apply in different years.
The office says funding beyond 2027 remains unresolved; funds left over from the EU recovery plan are expected to cover the 2027 exemption.
It also warns that replacing regional tax revenue with state transfers could affect regional finances, while the government’s next budget decision on a possible extension is expected after a cabinet meeting on Wednesday.
Italy’s Parliamentary Budget Office says the planned 2027 car-tax exemption would benefit lower-income families more, relative to their spending, than wealthier households.
The exemption would cover 45% of vehicles and reach 73% of families that own at least one vehicle.
Together with fuel-tax cuts introduced in 2026, the measure could offset about half the increase in household fuel costs that year, the office estimates.
The office says making the exemption permanent would require lasting funding, which the government has not yet identified for 2028 and 2029.
The measure would also replace regional car-tax revenue with a state transfer, raising concerns about the regions’ financial autonomy.
