Turkey sets 2027 investment and staffing targets for state-owned enterprises
Turkey has published its 2027 targets for state-owned enterprises, covering investment, financing and staffing.
The program was signed by President Recep Tayyip Erdoğan and applies to public companies and their subsidiaries.
TPAO has the largest investment target, at 353.8 billion lira, followed by state rail operator TCDD at 122.7 billion lira.
BOTAŞ has the largest projected borrowing need, at 311.9 billion lira, while the program says positive borrowing figures indicate financing needs.
The targets aim to improve efficiency and manage financial risks across public enterprises.
The rules also limit new hiring, set ceilings for contracted services and restrict when some newly appointed contract workers can transfer to other public bodies.
The program will guide investment and staffing in 2027, with some extra hiring and service contracts subject to stated limits and approvals.
