Lula government prepared 15% Bolsa Família increase in one day
Brazil’s government announced a 15% increase to Bolsa Família on September 17, ahead of the year’s first election round.
The program provides benefits to families, and government documents show that the paperwork supporting the increase was prepared in a single day, on September 16.
The documents took an unusual route: instead of the government’s usual electronic system, they were sent on paper from the Planning Ministry directly to the presidential Casa Civil office.
The Casa Civil authorized the confidential process under a rule allowing exceptions in some cases, and later said its own documents were protected by secrecy.
The government estimated the increase would cost 5.8 billion reais in 2026 and 22 billion in 2027.
The Social Development Ministry provided copies of the documents after an appeal, while the Casa Civil had not responded to a request for comment.
The Lula government prepared the documents for a 15.04% Bolsa Família increase on September 16, one day before the measure was announced.
The documents were sent through an exceptional process outside the government’s usual electronic system to preserve secrecy, with Casa Civil authorization.
The increase was announced on September 17, 17 days before the first round of elections.
The government estimated the measure would cost R$5.8 billion in 2026 and R$22.7 billion in 2027.
Records obtained through Brazil’s Access to Information Law showed the documents were added to the electronic system from October 1.
