Italian regions seek more health funding and propose ending €1.6bn voucher

Italy’s regional governments say health funding is not enough to cover the cost of services.

They asked for €6.5 billion in extra funding, but the national budget provides €2.4 billion, alongside €1 billion allocated in the previous budget.

Veneto estimates it will receive €348 million less than its share of the requested increase, while Tuscany expects costs to rise by about €600 million beyond its health fund increase.

Regional leaders say much of the planned funding is tied to specific new expenses, leaving only €800 million freely available.

They propose removing some spending restrictions so regions can use more money to meet costs such as inflation.

They also propose moving €1.6 billion from a health voucher for some people over 75 into public healthcare.

The regions are considering these proposals, but no decision on them is stated.

Of the allocated resources, only €800 million is freely available, while everything else is tied to covering new spending set by the budget itself.

Another possibility is to eliminate the so-called health voucher of €300 per person, intended for people over 75 with a pension of up to €28,000 a year, for buying services not covered by the national health service, and direct the entire €1.6 billion allocation to public health care.
